Cheapest I would recommend is the AMD Athlon 200GE. It's a decent dual core (4 threads) that keeps you on a newer platform (Ryzen) and is highly upgrade-able until 2020. It can be found for $50 and you'll want to pair it with a B450 motherboard for compatibility and at least a 2x4gb DDR4 kit @3000mhz to get the most from it.

If its under $100 then consider ryzen 3 1200 or 1300x
and if your budget is under 200$ then consider ryzen 5 1600
