Hello,
I have written down the components for a budget editing pc, I will edit 4k footage on it as well. It breaks my budget a bit, so I can't go much over. Any advice on the parts?

CPU- AMD Ryzen 5 1600X (3.6GHz)
GPU - Palit GeForce GTX 1050 Ti 4GB StormX
MOTHERBOARD- ASRock AB350M Pro4
RAM- 2X 8GB DDR4 2400 Corsair Vengeance LPX
HDD-2TB Seagate Barracuda ST2000DM006
SSD- 240GB SSD Kingston A400
POWER- 400W Raidmax XT RX-400XT

Regards

tbh I'd recommend something like an RX 570 rather than a GTX 1050 ti. sure you'll need a better power supply but it performs better and you can probably find the 4gb version used for quite cheap.

The fact that you told him to buy a better processor and ignored the fact that he is going to use a crap power supply is bad.
I would recommend changing the power supply before anything, unless if you are willing to let go of your rig.

I wouldn't really recommend such "Budget" power supply if the OP has the money to buy a good power supply why slack on it? and end up frying something?

But, if the OP has the budget why slack and buy a CX series power supply? he could easily go for a G2 supernova or even a seasonic focus 550W is more than enough for his build.

The PSU is hot garbage and should be avoided. With ryzen you want atleast DDR4 2933 or CPU performance will will take a hit. That Kingston SSD is not very good. What is your budget and location. Also what software will you be using?
