a budget psu is it worth it ?

So im building a budget pc and i found this psu which is i think spanish brand called riotoro

so im not a professional on psu's but its 80+ gold and its like the best psu i can get for my budget , i even avoided the thermaltake litepower 450w so what do you think guys ? is it modular like they say ? i only gonna use it for gaming

As stated above, Riotoro Enigma G2 is basically Seasonic Focus+ 80+ Gold unit. With a difference that the label reads Enigma and not Focus+. So, you're completely safe getting it for your PC.
Riotoro, while unknown in most of the world, is actually an American brand that has been recently created by a core team of people from Corsair.

Their Enigma G2 series is made by Seasonic and it's using Seasonic Focus+ Gold platform. So, it's a very solid and good quality unit. It also shares the 10 year warranty period which you would also get if you were to leave out the middleman (Riotoro) and buy Seasonic Focus+ 650 80+ Gold unit,

Seasonic S12II-520 or S12II-620, are both good units. The are the best group-regulated PSUs ever made. But due to their age, it's hard to suggest going with S12II series since they may not support C6 and C7 sleep states. That, and also because they are fully-wired, which makes the cable management a real headache.

I have S12II-520 in my AMD build and i know first hand how the cable management is with S12II series. So, going with semi- or fully-modular PSU is advisable. Be it Riotoro Enigma G2 650 or Seasonic Focus+ 650 80+ Gold.
 
You don't need 650w for those components, 400-450w is enough. Based on your budget ($80, like that Riotoro) I would take this guy
I took a look at a review of Riotoro (850, not 650), it looks interesting and seems of good quality. It use japanese capacitors (Nichicon, Nippon Chemicon) and has 10 years of warranty. But a funny moment - in the review that psu died after overload, probably a bad specimen.
 
Worth is something only YOU can determine.
Budget is good, cheap is not.
A cheap PSU will be made of substandard components. It will not have safety and overload protections.
If it fails under load, it can destroy anything it is connected to.
It will deliver advertised power only at room temperatures, not at higher temperatures found when installed in a case.
The wattage will be delivered on the 3 and 5v rails, not on the 12v rails where modern parts
like the CPU and Graphics cards need it. What power is delivered may fluctuate and cause instability
issues that are hard to diagnose.
The fan will need to spin up higher to cool it, making it noisy.
A cheap PSU can become very expensive. Do not buy one.
As far as I can tell, the unit you named is OK.

Gold rating and modular are options you can omit without hurting performance.
Consider a stronger psu if you want to do some gaming.
GT1030 is a minimal gaming graphics card.

I have no problem overprovisioning a PSU a bit. Say 20%.
It will allow for a stronger future graphics card upgrade.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.
 


Yeah but i know that there is a lot of cheap psu , but its the only one i can get here , and i have some bad experiences with the customs when i buy from amazon , they are like putting some pressure on me , they even took a laptop i bought with no returned money , so im no longer buying heavy stuff

If that's what you can get then go for it. It's a good PSU.
