A bunch of problems

Hello,

My first and the most important problem is my CPU (i7 4790k), that is running on a stock cooler, not overclocked. It used to run fine during summer, under very high temperatures, so it have caught me by surprise to get forced restarts in the last 2 weeks informing me my CPU is overheating, most of the time even idle. Temperatures go from 75°C to 80°C, now even up to concerning 100°C.

Since i'm not someone who is very knowledgeable about PCs, this might be the cause of all my problems, but i'll name the rest as well just in case.

Second problem is, during gaming, there are white parts in textures, missing parts on some characters, something like a cube replacing armor and also very, very slow loading after turning around, where i can see the background, for example, mountains, town structure, but not details such as characters, npcs, monsters for good 3-4 seconds.
Maybe not the best example but you'll get an idea of what i was talking about:

I've got those games on my Samsung PRO 850 SSD, Gigabyte GTX970 G1 4GB GDDR5 GPU and 2x8GB and G.SKILL TridentX 16GB (2 x 8GB) 2400MHz RAM, my power settings is set on High Performance, RAM is manually set in BIOS to 2400MHz and GPU temperature is normal.

Next, Windows sometimes feel like it's gonna get crashed anytime, as it slows down to the point where you can't do anything for a second or two, even if the only thing you wanted to do is to open a folder or a picture. As i mentioned, I clean PC regularly, for dust and software issues, i use software like CCleaner and reinstall my Windows every two or three months, which is sometimes completely unnecessary, but i like to keep it clean and fast, which makes these problems even more annoying.

Last things to mention, my drivers are up to date, dust cleaned a week ago, system reinstalled 3 weeks ago last time. Last thing that could be causing one of these problems is that i'm out of thermal paste that i last added like 6 months ago, maybe even a bit more, but i haven't removed CPU ever since i last used it. This is beginning to freak me out as i opened my case 15 minutes ago and my CPU was so hot that even my RAM that is near it began heating like crazy.

I got no idea what could be causing these problems, so any idea, advice or help would be much appreciated.

Solution
need to replace the thermal paste on the CPU and make sure the heatsink is seated properly. high performance setting within windows will make the CPU run at 100% clockspeed no matter what. i suggest setting it to balanced mode. this won't take care of your heat problem but no reason to run the CPU at max speed while youre just browsing the net.

whatever game youre playing, it sounds like either a corrupt driver or artifacting from overheating on the GPU. you may want to consider checking the paste on the GPU as well.

If you're comfortable that dust in the CPU heatsink is not an issue, then next confirm that the heatsink fan is spinning freely and easily when computer is off, and spinning nicely when computer is on. Finally, if that's not an issue, you should remove heatsink and old thermalpaste, and reapply.

So you both agree i should reapply thermal paste, i'll go buy one first thing in the morning. About game problems, i doubt it's a driver issue because it has been there for a while, already updated a driver 2 or 3 times, downgraded to previous version but nothing helped so yea, it could be a thermal paste problem too. About your suggestion for changing my heatsink, can you recommend me any ? I'm kinda not familiar with changing those, so i got no clue what to look for.

I heard people saying that Hyper 212 Evo is enough, is that true even if i plan to overclock or should i go for some more expensive cooler ?

Cooler master mastercase pro 5 and yea, maybe not soon, but i do.
