Sometimes, when I turning on my computer, after Windows 10 started, Windows Explorer would get stuck in non-responsive mode and would reset non-stop, until I reset my computer.
My computer isn't the only one that I've seen this random bug. I've seen it in other computer, such as in Carmel hospital.
What causes this bug?

By reset, do you mean restarted PC, or actually resetting windows and blowing away all the installed programs?

I can't say its a common problem I have encountered.

Have you run SFC/DISM scan on PC?

right click start button

choose powershell (admin)

copy/paste this command into window:

Repair-WindowsImage -Online -RestoreHealth

and press enter

Then type SFC /scannow

and press enter

Restart PC if SFC fixes any files as some fixes require a restart to be implemented

First command repairs the files SFC uses to clean files, and SFC fixes system files

SFC = System File Checker. First command runs DISM - https://docs.microsoft.com/en-us/windows-hardware/manufacture/desktop/what-is-dism?view=windows-11

Do you use same user logon on both PC?

is it fixed by a restart of the PC? Or do you have to be more drastic to get it working?

If its more drastic, you could try starting PC in safe mode when it happens, and see if it acts the same way. This could show its a program or driver to blame.

To get to safe mode from logon screen
click on the power option choice at bottom of screen
while holding left shift key, click restart now.

  1. this restarts PC in a blue menu
  2. choose troubleshoot
  3. choose advanced
  4. choose startup settings
  5. click the restart button
  6. choose a safe mode (it doesn't matter which) by using number associated with it.
  7. Pc will restart and load safe mode

Problems that only happen sometimes can take ages to figure out. As you don't know what cause is so can't make it happen. You left waiting to see if there is a pattern. Sometimes its better if problem is constant but this wouldn't be something you want all the time.

No other unusual things happening?

updating drivers could help.
might be a driver not working right with fast startup, since a restart fixes it

I don't think its related to you using various makers of ram, that normally causes BSOD if it causes anything.

What is windows on? SSD or hdd?
Could run chkdsk on the drive and see what its like.

what make/model ssd? many makers have their own software you can run to check drive health

  1. Press the Win + I keys to open the Settings app and navigate to the Update & Security section. If your computer can’t start normally, use Windows 10 bootable media.
  2. Go to Recovery, Advanced startup section and click on Restart now.
  3. Select Troubleshoot > Advanced options > Command Prompt.
  4. Type CHKDSK /f in the elevated command prompt and hit Enter.
  5. Wait for the CHKDSK utility to complete the scan, then type Exit and hit Enter.
  6. Your computer should start as expected. If it restarts into the Recovery Console, select Exit and start Windows 10.

since you have an ssd, you should disable fast startup if its on as it doesn't make a difference on ssd. they fast enough.

My SSD is PNY CS3030 250GB SSD.
Why not to run chkdsk directly? It would ask you to restart my computer and would do this outside Windows.
Fast Startup option appearing gray and checked, and I can't uncheck it.

PNY don't appear to have their own software. If PC is starting and it just happens in windows, it might not be the ssd, but running chkdsk can't hurt.

That is true. I think method I showed just moves the restart to front of process, and not end.
Because you have to restart to get to Advanced startup anyway

as for greyed out fast startup, did you look at link I showed? Option 1 stage 3 shows how to let you change the option and Stage 7 shows how to disable fast startup.
