a CPU fan that can keep my CPU quite with no heat

whats your socket? i would suggest hyper evo 212 but im not sure about your CPU socket. intel stock cooler tends to be lousy

Considering this is a stock intel cooler, I doubt he needs a 212 EVO. It's probably just a stock clocked machine that needs a regular cooler.

The Cooler Master Hyper T4 is cheaper and will cool the cpu better than the intel cooler. So is the Hyper TX3.

Yeah, that seems fine.

You also might be able to just replace the fan on your existing intel cooler, it might be cheaper.

I'm in the process of building a new setup with an i3 4130. I know typically stock fans are junk, but all the decent fans I look at stand out (like the ones you have recommended) instead of laying flat like 'traditional' fans. Doesn't this flex the board?

Nope, they attach to the actual mobo via 4 screws and nuts on the opposite side of the mobo so it's very sturdy. It isn't "attached" to the actual cpu so it doesn't really put any pressure on the mobo. Hard to explain, but no, there is no added stress on the mobo.
