Test the HDD with diagnostic software for DOS, this doesn't need Windows so can be used even if Windows won't start:

How am I to test the HDD with diagnostic software for DOS when my computer will not load up?.... Sorry I'm so confuse with this..Can I download windows to a flash drive from another computer & then download windows to my computer from the flash drive & that would work?

Windows doesn't need to load.

You boot your PC from the bootable media (pen drive or CD) which contains the diagnostic software.

You may have to change the first boot device in the BIOS to either USB or CD as appropriate.
