A fix for stuck temps on E8400?

My stock E8400 at 1.20v idle temps is stuck at 37, but will increase at load to 44-48. Is there a fix? What is the affects of being stuck, performance, lower OC abilities?

No fix. No effects other than you dont actually know what the idle temp is.
