[SOLVED] A good software for checking GPU/CPU performance and power consumption ?

I have a laptop. Basically I want to see if my GPU and CPU are performing at their stated power wattage and Hz, and if dynamic boost is working or not etc.

Ah, yes that's the program I was looking for. I remember hearing about it somewhere on here but forgot where and then I forgot the name too.
