A list of PSUs without fuse ?

Hello members of tom's hardware.

A couple days ago, a friend of mine donated his old pc to me. Alltough the machine dindt boot up, possible because he did not discharge himself when he puts the machine in his car.

I opened up the PSU (Diamond LPZ26) and noticed there is no fuse soldered on it ! (see picture)

This raises me 2 questions:
1. Can a fuse blow from an ESD (electric Statis Discharge) because of physical handling ? Like in this case ?
2. Is there a known list of PSUs which dont include a fuse from the factory ?

Especially the 2nd question will save me a lot of time in my daily work.

Edit:
Some guy from a videogame said to me through discord, that there is a ''Self resetting polyfuse'' on that board. Its on the picture on the right side from the THR1.
Does that mean all PSUs have some kind of fuse ? And what are the devs and cons from having a Polyfuse over a normal fuse ?

No fuse inside PSU is one of many ways how to cut corners when making cheap and unreliable PSU.

Basically, any Tier five PSU can come without a fuse.
