A lot of strange tmp folders on C disk

There is a lot of tmp folders on disk where is my windows.I first saw them about 2 months ago,previously they are not creating.Problem is when I want to delete them it say that I don't have permission,then I need to go to security tab I choose me for owner(before I change it says Current owner:Unable to display current owner.)Once I go to safe mode and delete them but, they create again.How I can stop that folders to create.Here is the picture http://prntscr.com/8nmsbq

Try using something like Ccleaner, it's a great little free utility for clearing out unwanted files.
also use something like Malwarebytes to scan the system for malware, quite often it hides in .tmp files and can be very hard to remove manually.
