first, I will start with the second question. about the case, so we can gt this over with.
for 200$, I cant see why not to go wth the phanteks enthoo luxe for only 140. its an enthoo pro with LEDs (if you dont care about leds get the pro version as its only 100 bucks).
its an awesome case for the price.

anyway, for a monitor, you dont have enough money to get a 1440 144Hz monitor (and 4k with a 980 ti still (I think) doesn't make sence), and 1080p 144Hz is underkill, so I think you can get a korean pixel perfect 1440p monitor, and overclock it to as high as it can go, so your 980 ti can use all of its power. also, with the rest of the monitor get a solid 1080p IPS panel as a second display.

Suppose i could bump up my budget to 750$ then ?

in that case, there is the Asus RoG swift, which is 1440p, 144Hz and Gsync, and sells for an awesome price of 680$ (used to be 800 at launch). the only problem with it is that it's a TN panel, and if you want all of those same features, there is the Acer Xb270HU, which still has a 1440p 144Hz, yet IPS panel, with Gsync. that one is 800$.
