A mystery file named '~' 'tilde'

A windows icon appears on my desktop simply called: ~

If I delete it nothing untoward seems to happen, but then after a time it
reappears again.

I'm curious - what is it?

Please visit Windows Update and install *all* critical updates offered.

Best not delete I suppose, and it dosn't bug me enough to go through the
relocation process, so I guess I will just park it in a corner of the
desktop somewhere.

The 'a tilde-file on the desktop' issue is also documented by M$ at:

So you should no longer get this with your Outlook Express fully
security updated, especially:

That categorization is incomplete. The file will not
necessarily appear in the Desktop folder.

On my machine, it appears in the Root of C.

That's what Microsoft claims. However, Microsoft is wrong.

This situation will not be resolved if and when
Windows Update fails to offer security update 823353,
which is the situation that I encountered.

My post is not a request for help.

I simply wanted to tell you that it is not as cut-and-dried
as you make it sound

From your headers: "Microsoft Outlook Express 6.00.2800.1409"

You do not have 823353 (AKA MS04-018) installed, Hugh.
