A Pattern Request Timed Out/Unstable Connection every 8-15 minutes (Wired Connection AND Wireless)

at the end of november of 2017 i've been having 'rubberband' issues when i play online games. unstable connection for 10-20 seconds every 8-15 minutes of gameplay. at first i thought, it'll probably go away, maybe it's the game servers but it just kept going on any game i would play. including wireless games on my phone and my ps4 console. i mainly use wired connection when i play PC games.

things I HAVE TRIED ALREADY and still NO FIX:
wired connection/wifi connection
reset modem
reset router
portforwarding? i never touch it
QoS all disabled
updated gpu driver
updated network adapters
updated bios
update cpu graphics driver
got a new comcast modem
had comcast reset signals
checked console and mobile games if it’s also has issues
had comcast tech remove old wires
tried a vpn
netsh winsock reset
netsh int ip reset
had comcast check the node - its green and clean
had a comcast check the main box
fully reset my PC

so i'm using a brand new modem my ISP gave me and bridge it to my brand new router which is a NETGEAR Nighthawk X4S R7800. I also fully reset my PC as if it's a brand new one.

yeah okay thank you to myself and other forums who helped me out with this but i found out the solution and whomever is going to read this because they too are having the same issues, here's what i did:

- downloaded PingPlotter (if you're sketch about downloading it go youtube it or google it. it's basically 'tracert' in cmd prompt but shows a better detail of packet loss)
- trace route the google server (8.8.8.8) AND all the game servers (you can find the game server IP by task manager -> open resource monitor -> check the TCP connection -> find their IP address and if you're able to ping it then thats the one you want to trace on PingPlotter
- leave it for an hour
- find out which hop is causing high latency and the first...

- leave it for an hour
- find out which hop is causing high latency and the first packet loss that causes everything to stop (unstable connection for 10-20 seconds) from A to B
- save image and save your recordings of the issue
- contact your ISP and have a tech visit and show them the culprit
- Tech SHOULD contact their supervisor and/or network team to fix the issue
- Tech SHOULD notify you that it's been resolved
- speed test your connection
- do another ping test for an hour on google server AND game servers
- everything should be find

the culprit was 'ISP (Internet Service Provider) Bandwidth Saturation' (more information can be in this link: https://www.pingplotter.com/fix-your-network/common-network-problems) and what that is was a problem with my area. only the ISP can fix that. so yeah if anyone is having this issue there you go and hope this helps
