A potentially noob question about my i5-2400 CPU

Solution
okay in your information from cpuz you just informed me one thing your main pcie bus speed is slower than it should be

, so I have a question, have you tried to overclock this cpu? if not could you try a clear cmos and see if that changes anything
considering that intel defines the i5-2400 specs;
Processor Base Frequency 3.10 GHz
Max Turbo Frequency 3.40 GHz

I would suggest going to windows, under power management, make sure it set to high performance, then edit details of high performance and make sure the minimum power is not set lower than 50% (which means 1600mhz) then check Max is 99-100% not any lower. then reboot and test again at idle it will dip lower because windows tells it to. (your 50% at idle minimum, is good keep cpu nice and cool) until it is needed.

I did not try to OC it. If I reset bios, can that reset my bios update?
Because I need that update for my new graphics card to work.

Ok, but where is that option in bios?
