a problem with gaming

i have an intel core 2 duo e8500
3GB ram ( ddr2 )
GPU : AMD Radeon HD 5450 3GB
and i have a problem on playing games like counter-strike Global offensive because of the low fps , what do you guys think i should upgrade on my pc ?

The entire rig is ancient by modern standards. Core 2's aren't suitable for gaming anymore, DDR2 is totally obsolete, and the GPU wasn't gaming quality the day it came out. Time to junk that ancient PC, honestly.

Like @gamerk316 said, your PC is far from the front lines of hardware right now. Although it's not super-bad -- still #6 on the hierarchy (http://www.tomshardware.com/reviews/cpu-hierarchy,4312.html), not bad for an 8-year-old CPU -- your system needs some upgrades.

Before some suggestions, though, what's your current motherboard? If there's any kind of upgrade potential possible in that system, knowing what the motherboard can handle will help right off the bat.

In general, I would say you probably need at least:
-- more RAM. I suspect you have a 32-bit version of Windows, so the max you can install is 4GB. However, while DDR2 is slower than DDR3 (& therefore much slower than the "new" DDR4), being able to have it potentially operate in a dual-channel mode helps your performance. Plus, on a 32-bit system you'll probably see a performance boost with the extra 1GB.
-- Much, much better GPU. Your current one is way, way down there -- 28th on the tier (http://www.tomshardware.com/reviews/gpu-hierarchy,4388.html) -- so far down that even the 720p recommended GPUs (http://www.tomshardware.com/reviews/best-gpus,4380.html#p2) are much better (GT 730 is 15th-tier, R7 360 is 12th-tier). However, we would need to know your PSU before being able to recommend a GPU. Although one of the GTX 750Ti models without PCIe connectors (or the faster, better 75W GTX 950 models) would also work well if your PSU is on the dodgy side.
