A question about bad performance? is it the MSI 970a G43 Plus

Hi!!
I just "upgraded" my PC and changed the mobo and CPU to AMD

Just bought
FX 8320e black edition
GTX 1050ti gigabyte
Mobo MSI 970A G43 Plus
16 gb RAM ddr3 1333
PSU Cougar VTX 750wts
Sentey Cobra Plus

Problem is. i thought that a gtx 1050 4gb and an 8 Core CPU (4,0Ghz) i would at least be able to run some games like the witcher 3 or fallout 4 on medium graphics 1080p at stable 60 fps
iv noticed some big stutter and framdrops in both games at Low settings that go from 4 to 12 fps even if i scale them down to 1280x720 in non populated areas, is this normal with this GPU??

After asking about it in some threads one guy told me that the GPU SHOULD run those games at high settings 1080 stable 60fps and most likely the problem resides within the Mobos VRM (4+1) which overheat and cause the CPU to throttle...??

Can someone please give me some insight on the matter? Is it the motherboard?? Is low settings on those games at 1080p the limit for this card to get stable FPS?? Or should i ask for my card to be replaced maby

You bought an 8 core e edition which is clocked lower than the standard chips.
People normally buy these to overclock past 8350 speeds because they're cheaper to buy.
The issue is on that motherboard you can't really do that because it's not good enough.

That said you should be getting drops into the mid 40's , not down to 12fps ever.

You changed the CPU & mb ?? Did you do a completely fresh windows install ??

Yes i did a fresh original windows 10 install, all motherboard drivers included.

Ok im aware about VRMs and MoBos stability when OC now that the guy from nvidia told me about the Card and stuff.
The CPU is working at 4,0 Ghz in turbo mode while playing, on all cores.
and i dont plan on touching it until i decide to buy a newer 8+2 board. An MSI 970 gaming or gigabyte 990

About the FPS maby i wrote it wrong its late and my english awfull

i get stutter and then FPS go down from 60 or 59 to 52-48 fps while moving or fighting in game even on lower resolutions thats the strange thing, usually lowering resolutions boosts up performance

I just get the feeling something is not right in the rig.

Fallout 4 & witcher 3 are 2 of the hardest games to run mate.
You want 6-8 cores running at 4ghz+ & you'll still see drops to high 40s because they're CPU intensive titles.
Its the CPU limiting fps not the GPU.

I would up the graphics settings to close to max because a 1060 will do that easily at 720p.

Open your display settings & set your screen to 720p 50htz instead of 60htz.

Enable adaptive vysnc in nvidia settings.
Now when you play with vsync enabled you'll be at 50fps max & drops to 45fps or so will be barely noticeable

A compromise that is absolutely worth it IMO.

Right now im going to test Rise of the tomb rider and the witcher 3. though im unable to set refresh rate to 50hz at Nvidia control panel at 720p. i can only set it to 56hz on 800x600 ill check *In game* options most of the time these are grayed out aswell

another thing I forgot to mention about Witcher 3 and fallout. both only make use of no more than 63% of the CPU (on windows performance monitor) the only game that i have that really stresses out the cores is ROTTR at 84% on dense areas. thats the main reason i was wondering if the problem was maby the mobo or the Graphics card. I really dont have a clue about AMD cores this is my first AMD build

UPDATE:
ROTTR tested with adaptive vsinc on Nvidia control panel, stutter went away more solid FPS now on High settings 1080p downsampled to windowed mode and witcher 3 now runs stable at 60fps in the beginning while fighting the ghouls.
Adaptive Vsinc has this wierd effect on my games, a black scan line goes up and down horizontal but it goes away on windowed mode.

Thanks man! i dont know what adaptive Vsinc doas but it fixed all of the stutter for now, i take it the FPS drops can be fixed with some OC and im thinking about getting a Gigabyte GA-990X-Gaming SLI to see if i can get the CPU to 4.2 or 4.4 Maby get a new heatsink
