Miniature paints do black primer.
I particularly like blackfriars galvanised metal primer now.
This is spirit based and cream.... but it sticks to metal figures extremely
well.
Especially if you key them a bit by cleaning up with a small wire brush
first.
I then paint them with a mix of black and umber.
