Will I be able to heavy render 3D Models with this?

Yep, for rendering only cpu is using unless gpu rendering is supported.
4790k will be enough
If you have more money you can get processor with more cores.

Money isn't a problem, what should I get?

If you want one of the best you can get 5960x 8-core for around 1k
Or you can get Xeon E7-8890 v3 for 7k 😀

How much more powerful is the 5960x 8-core then the Intel Core i7-4790K 4.0GHz Quad-Core Processor?



Also will the Intel Core i7-4790K 4.0GHz Quad-Core Processor be able to render 3d model with over 3 million polygon?
