A friend of mine once started with a spellbook of Wish
😉
Wands of Wonder appear to generate spells based on the natural random
distribution of spellbooks (This means almost 20% of zaps of a wand of
wonder will result in either Light or Darkness). If you want to look at
these probabilities in depth, refer to my response in the 'Probability
of Spellbooks' thread, which covers the creation probability of all the
spellbooks (and apparently, zapping wands of wonder as well). You learn
1d10 in the spell after using a wand of wonder.
Potions of Wonder actually work a bit differently. They give you
knowledge in a random spell with an _equal_ chance for each spell. So,
you have a 1 in 47 chance to learn Wish from a potion compared to about
a 1 in 3000 chance from a Wand. (The Wand gives you the wish too, though
😉 Cursed potions give you -3d6 knowledge in the spell, Uncursed and
Blessed is +3d6. If you don't know the spell at all, Cursed instead
gives you exactly 1 in that spell.
On a side note, can you even cast ball lightning from a wand of wonder?
Maybe it used to be a random wand effect instead or something, but I
don't recall ever getting ball lightning myself (I've only played
1.1.1), and there is no ball lightning spell...
