Question "A required privledge is not held by the client"

I just got a new PC and I'm having trouble saving anything I download to my C drive which is my ssd. I keep getting a message saying a required priviledge is not held by the client. I went into properties and made sure my Admin was on allow and they are, but when I try and apply it I get more errors, "error applying security", failed to enumerate objects in the container. Access is denied.

I.dont understand how to fix this. Any help?

reinstall the os.

How do I reinstall my Os? I had someone install it for me so I dont have it to reinstall. Is that the only fix?
