A ringing sound when PC starts up

It appears a few seconds after I've passed the login screen, probably right before - or during - the period in which the startup programs begin to load.

I forgot to mention this before, but I did do a selective startup earlier and rid myself of the noise. However, when I enabled normal startup and disabled each startup item one-by-one, I couldn't find a culprit.
 
It may be stupid but did you try to go into control panel, themes and change the theme to the default one? Also look at the startup manager which programs launch with windows.
PS: You have windows 8 or 10?

Yep, have done both of those - and I've tried and retried turning off every single startup program I have.

For the record, they are: Razer Synapse, Malwarebytes Anti-Exploit, avast, Dropbox, Discord, Flux, Akamai Net, Google Drive, Classic Start Menu, ShareX, HD Audio background processes, Realtek HD audio manager.

I'm using Windows 10!
