A single thin black bar?

Well earlier today I turned on my computer and noticed a single black bar at the bottom of my screen. It stretches all the way across and is only about and 1/8 in tall, which isnt so bad but it has created an annoyance factor because the top of the screen is now cut of by the same length. It is almost as if my screen was shifted up a bit. one thing I would like to note this does not appear in my bios, in my bios the entire screen is utilized without anything being cut off, but on windows 7 no matter the application it is cut off. Thanks in advance for any help.
 


This is called letterboxing. It's used to frame images within a display that has a different aspect ratio.

For example, framing a 1920x1080 image inside of a 1920x1200 display will result in horizontal black bars 60 pixels in height and 1920 pixels in length on the top and bottom of the display. These make up for the 120 pixel shortfall between 1200 vertical scanlines and 1080 vertical scan lines.

The same logic applies when a non-widescreen image is framed within a widescreen display. Vertical black bars appear to the left and right.

The usual solution is to alter the desktop resolution to match the native resolution of the display.
 


It is a VGA connection, and I figured out that by doing a factory reset of the monitor within the monitor's menu solved the problem. Thanks to all for the help.
