I have tried the following fixes:

Changing the folder permissions for individual folders and permissions for the drive itself but it just resets intself
Gone through Computer Management into Advanced Security Settings, but it doesn't allow me to change the settings
Gone to drive > security > edit permisions > allow me to use write only files, but it just lists all files on the drive saying they're write only.

None of these have worked, and most of my data is on that drive. I can't even access it to copy from or onto. How do I fix this?

EDIT: Recently my PC booted to BIOS and I had to restart it.

I would confirm your account had the proper rights.
start cmd.exe as an admin then run
net.exe user yourusername:
for me:

C:\WINDOWS\system32>net user

User accounts for \\LAPTOP

-------------------------------------------------------------------------------
Administrator DefaultAccount Guest
johnbl newadmin visitor
WDAGUtilityAccount winadmin wingknut
The command completed successfully.

C:\WINDOWS\system32>start explorer

C:\WINDOWS\system32>whoami
laptop\johnbl
C:\WINDOWS\system32>net user johnbl
User name johnbl
Full Name john bl

then I run explorer and right click on the directory and check to see who has what rights. Since I am a member of Administrators I get all of the rights. Some types like backup operators might only get limited rights like write but not read or execute.

Maybe the drive or directory is owned by some subgroup with limited rights? and the start/stop of a service changes the rights back?
backup software?

This is what it shows for me. The only difference is that it doesn't say "*Performance Log Users" on mine

I am set as administrator, but the disk is still write-only and won't allow me to copy from it.

Why changing permissions and attributes?
It says that the drive is write-only, and stops any attempt at copying a file to and from it. I haven't made any changes that weren't immediately reset, and now it booted to this after a restart:

OK...wasn't entirely clear from earlier.

What specific drives are in this system?
Boot drive is a Samsung SSD 750 EVO 250GB and the other is a Samsung SSD 978 EVO Plus 1TB, but it's both that are write-protected when I try to copy something to another folder, even to the same drive.

disconnect the wd my book drives. If i remember correctly they come with software that gets installed. the software is old and is no longer supported.

if the device is no longer connected to the system, try to boot, go into windows control panel device manager, find the option to show hidden devices then delete the greyed out devices.
usb devices get a device driver installed when they plug in the driver is associated with the usb port. when you unplug the device, the device driver still runs and his hidden. delete the devices then delete the wd backup software and drivers.
reboot and see if you still have the same problem.

I would also go into bios and check the mode that the sata ports are set to. sounds like the wrong interface.
