have a Wd passport that will not competely format. it will set in a simple partition then that is it. have tried the WD software as well as DOS and windows methods but nothing
 
More than likely either the disk or the enclosure is toast. What happens when you format it; does the operation hang?

Do you have the resources to take the disk out of the enclosure and attach it directly to the motherboard of a good machine, to see if the problem is the drive (more likely) or the enclosure? And is there any data on the drive that you need to recover, or could you pitch it out the window?
 
under computer management it will half way format it keeps reading with a RAW file system. It can't be read try to open or read it a message says it has to be formatted first before use. read only. change it in DOS to a readable then it just lags when I try to format it. Not a must have just seeing could it be fix.

I would agree with WyomingKnott and say that there may be some physical issue with the enclosure or the HDD itself.
You can try writing zeros on the drive with WD's DLG tool. After that, it may be a good idea to test it with the same tool.
If the drive is under warranty and the test fails or/and the issue persists, it may be a good idea to contact WD's Support either by e-mail or phone and eventually RMA the drive.
If the drive is not under warranty, you could try taking it out of the enclosure as WyomingKnott already suggested. If the issue persists even when connected through SATA, then I guess the drive has some internal problem.
