a stupid decision but pls help me

So now i'm done with my quick summer job 😛 i got some money to spend and im thinking about buying new stuff so pls help me choose
- upgrading my asus strix gtx 960 4gb ( i play on 1080p and i will not upgrade to 1440p in the future)
- buy a liquid cooler for my i5 4670k 4.6ghz it's running hot 45c idle and 80-82c load
- buy some csgo skins lol
- any thing u guys would advice me !

my pc specs:
CPU: i5 4670k
msi z97s krait
8gb of 1866mhz
gtx 960 4gb
thermaltake 530w smart psu
cpu cooler is a bad coolermaster hyper 103

The first order of business is to change that PSU you have. It's nothing but an expensive paper weight, try and pick something that is reliable and meets your system's power needs.

Second would be to bump up your ram to DDR3 2133 MHz kits since the Haswell platform is known to have sweet spot with 2133MHz rams. 16GB should be standard in this day and age as mutli tasking and multi tabbed browsing can eat pretty much all of your 8GB of ram.

Third, pick up an SSD, if you haven't got one.

Forth would be to buy a good case with concurrent features provided your current case isn't good in our eyes(it's hard to say since you forgot to include it in your spec's).

You didn't state a budget so things will become very crazy very fast if you ask a community of enthusiasts to help you with upgrades.

i have the rx 470 and it's lagging and lacks performance is it because of the psu ? it makes some noise tbh is it dying ? or it's just not enough ?

So you didn't take my advice in my previous post...? Which means you yet running off the 530W smart PSU? Define lagging and lacks the performance. What sort of gaming titles are you playing? You've also missed the point about including your monitor's resolution and the resolution you're asking your games to run at.

i found the rx 470 for cheap in my country so i bought it without thinking about the psu, i have 1080p monitor ,i had to turn off my oc to run games without lagging

1/ Algeria ( got it for almost 170$ )
2/ i got it up to 1300mhz
3- Gta 5- csgo - metro LL- BF4&1 they all run 60fps ultra but i notice some lagging

How can you be at 1.3GHz when your processor's stock clocks are 3.4GHz? Your ram is also rated to run at 1866MHz. Speaking of ram, how is your ram populated in your motherboard and are both sticks identical?

ram is situated on the 2nd slot i only have 1 stick of 8gb and my games are from steam and origin

1| So how are you on an overclock? On that note, I wouldn't overclock your processor with the cooler you have right now well at least till you got a better cooler.
2| Can you shoot the make and model of your single stick of ram?
3| Have you enabled X.M.P in BIOS?
4| Did you make sure to scrub your Nvidia drivers using DDU and reinstall AMD's catalyst with the latest revision?
