Is it true that A-Tech RAM sold on Amazon.com is B stock brandname RAM that did not 100% pass the OEM benchmark tests?
Is A-Tech RAM any good?

From what I can tell based on (questionable) Amazon reviews seem to be pretty good.

Any time you buy from a discount brand is a bit of a gamble. You are taking the chance that the perceived savings is worth going with a bit of an unknown or possibly even shady in return. I am not saying A-Tech is shady per se, but I would not choose to buy from them given the tried and tested consumer brands of good repute with budget options.
