A very dumb question.

Sorry I know practically nothing in computer and english is not my language. OK I just bought a USB to Ps2 (Dual Head) Adaptor for keyboard and mouse on eBay for only $0.99 shipping include from China!!!!!!!!!! and I'm in Canada, so I would like to know if it's possible for someone to place a chip in this kind of device like a keylogger. Thank you.

I dont think so - usually, keyloggers are software controlled. Therefore be careful about the "freebies" that you download. The free offers are the ones that sometimes have the keyloggers.

By the way, I have the exact PS2 to USB on one desktop.
