[SOLVED] A very stupid question about gpus

Hi,so i have gigabyte r9 380 4gb and before i bought it i ofcourse looked at some yt videos like "R9 380 4gb test in fortnite,csgo,pubg,etc..." and in those videos fps is ussually higher than mine.So here is the dumb question:
"Does lowering graphic settings lower my fps",because lets say in fortnite.I play on everything off/low except for textures and view distance on epic,and 3D resolution on maximum and i get like 80/90fps while being stationary,when i move it goes down to 75,then i build fights it drops to 50 which isnt playable.You can say whatever you want but 2020 fortnite isnt playable under 60fps.It really irritates me that i have to deal with that 10fps drop which can decide whether i live or die.SO will putting the settings up improve my fps.I have been playing games a lot and never really had to ask my self that,but in every yt video fps is like +20 in fortnite.Let me know what u think.

i3-3240,2x8gb 1333mhz ddr3,lenovo ih61m,chieftec elp-700s 700W,1tb hdd
I will upgrade to i7-3770 which i know isnt gonna drop frames below 120,but i cant play with drops while having the i3.I will be upgrading to i7 in early July.
Also in csgo everything is perfect in case u were wondering.

So here is the dumb question:
"Does lowering graphic settings lower my fps"

The other way around. Lower graph settings means the GPU has to do less 'work' per frame, often resulting in more frames per second.
