I'm building a new computer for my parents and I'm wondering if the 1600mHz RAM will affect the performance of the computer. Just some background: they're are coming from an ancient Intel dual-core 1.8GHz (too old to remember the model) and DDR2 memory with a 320GB hdd. Will the A10-5800k with 1600mHz RAM be good enough for basic web-browsing/video watching/photo editing/word processing/email or do I need a higher speed RAM. I'm very familiar with other CPU types but this is my first build with and APU. Thanks!

Well you see, I can get the CPU for around $86 and the motherboard I already bought. As well as that, in all honesty i did consider the 4460 but the price is significantly higher (more than twice) of the 5800k. This is a budget build and I'm already a bit over budget. There's my reasoning.

And in the future if I really need to upgrade the APU, the motherboard I have supports FM2 and FM2+ so it shouldn't be much of a problem. In all honesty though, no matter what I build for them, its going to be monumentally faster than their old one.
SubZed heres the motherboard, one of the best FM2/FM2+ mobo's out there and it does support all of what you asked and more:

I chose high-quality parts so it will last a long time not only time-wise but upgrades.

For a second my the email I got from TomsHardware said that you said the PSU was crap. Why? It's a gold rated Corsair modular powersupply? Unless you thought it was a different one of course.

Yep I read it to fast as a crossair cx instead of a csm

Ok, just making sure lol thanks for all the help guys.
