As you can see, the single thread rating on the i3 is nearly 50% more, and that is very significant. However, it uses over double the electricity, at least looking at the TDP. Make sure the battery is larger and the battery is good on that machine.
The -U CPUs, like the i5-3217U, are extra low power versions.
For gaming i3+GPU is much better then A6, for anything but gaming i3 is better then the A6.
I would strongly urge you no to go down the APU road. The cpus in the APU lineup are not very good, the gpu in them is of course better then intel integrated graphics but the cpu is just not going to perform. Worst off if you upgrade to the best cpu in the entire fm2 product line, you are still going to be bottlenecked by any medium end graphics card.
In short the A6/8/10 cpus are just not good cpus and make fo ra horrible upgrade path.
