I'm a noob at understanding how bottle necking works so I'm wondering if an A6-6400k will bottleneck a gtx 950 or gtx 750ti.

Solution
Of those two options, I agree go with either gpu, the bottleneck isn't going to be apparent unless you get into serious online play. FPS online with a lot of additional action going on you will see cpu limitations. I maintain those gpus are good options.

Overclocking will help you. Spend some time, it will be worth it in your case.

If you're talking for gaming, then the answer is plain and simple, no. Your CPU isn't top of the line, but since games don't usually have a big load on CPUs, you won't be taking severe performance hiccups due to your CPU.

Yes. Games by Bethesda tend to have a heavier load on the CPU, but that doesn't mean the game won't be playable, simply that one setting or 2 might have to be lower than they would be if you were running something like an I7-4790k
