I would like to overclock my CPU and I was wondering how I should proceed.

In my BIOS I have these settings I can play with (I took out the one I judge irrelevant):
External Clock
Multiplier Factor

CPU Core Voltage
DDR SDRAM Voltage
DDR VTT Voltage (what is this setting used for?)
nForce4 Voltage
HyperTransport Voltage

DRAM Clock DDR400

How exactly am I to proceed in order to up my CPU frequency and RAM so that not one is limited by the other?

Here is my system spec:
Fatal1ty AN8
Opteron 150
TWINX1024-3200XL (2gig runing at 2-2-2-5)

Thanks for your help everyone.

You'll be lucky to make 2.8 GHz.

Try raising External clock 33-34 MHz at a time, until you need to reset CMOS / BIOS default. (Then go back one step).

I would like to know why you are saying that. I reached 2883.7 MHz at 240.3 FSB, RAM is at 192.3 MHz still at 2-2-2-5.

I played around a bit and I think I may be able to reach 3GHz but the temperature is an issue. I will improve my cooling tomorrow, I am calling it a night. 😀

Because 2800 MHz on that core is over 100 watts TDP.

If you've raised voltage it is even more.

Does it pass Prime95 Torture Test Blend Mode for 2+ hours ?

I see... well the voltage is at 1.450v and it is stable under Prime95 Torture Test Blend Mode. It's holding at ~60c, kinda hot for my taste but I am using a silent fan. I'll report back on the result with my Tornado cooling it tomorrow. :)
