Able to Switch Boot Drive?

Hi, I currently have a Seagate Barracuda 1TB Hard Drive in my PC (I have Windows 8.1 installed to it) and am looking to add an SSD in there somewhere in the future. I was wondering if it is possible to migrate my Windows 8.1 partition to a SSD - so that I can use the SSD for the boot drive - without re-purchasing a product key. I would also like to know some good SSD's for under $100. I'm looking for storage between anywhere from 100-300 GB. Thanks for reading and any help is much appreciated!
