Abnormally High CPU Idle Temps (80c+)

Setup:
MSI X99A Godlike Gaming
Intel Core i7 5820k
H100iGTX Liquid Cooler
GTX 980ti
NZXT H700i with 6 case fans

Ever since I exchanged my old Ultra-tower case for this new smaller Mid-tower H700i, I've been getting abnormally high idle temperatures, booting at around 90c and cooling to about 80c, all with less than 10% load. I have tried re-installing the cpu cooler and re-applying Arctic Silver thermal paste, both at least twice. The case is new, well ventilated, and all the components are clean, so it shouldn't be dust. How to proceed?

Update: My H100iGTX temps are running at about 50c
 
Solution
Check to see if the H100iGTX pump is dead. If it is, you can try plugging it into a different header. If it still doesn't work, request an RMA to replace it.


Check your OC voltages if you have done any OC.. Too much voltage with lower CPU ratio will possibly turn the heat up… also you need check that pump as well.

Following advice I tested the pump on the H100iGTX Liquid Cooler and it really wasn't working. Since it was pretty old, I decided to purchase a new Kraken X52 liquid cooler to replace the old one. Temps have returned back to normal. Thanks for the help.
