Most likely.

Here is same GPU with way less powerful CPU and quite a bit less RAM. It's laggy but yours would play better than this.

Here's Battlefield 1 on same CPU and GPU with 6GB RAM with low settings and res, and FPS fix.

Just make sure on Sleeping Dogs you don't go crazy with res and settings and don't try to use the HD texture pack. It probably won't even let you anyway.
