about the PSU

I recently posted some issues with my Cooler Master GX650 PSU.
after open the psu I noticed the fan was stuck by the its power wire. It seems the psu's heatsink was overheating with no dissipation and the board anti-surge protection shuts down the PC.
after I noticed that, I just set all in the right position into the psu and the board didn't rebooted anymore in 4 days.
Yesterday I switched the fan speed controller (in the case) to the high speed and Oops!!
the anti-surge protection of the board rebooted the PC and shows off the same message
"Anti-surge protection ...... preventing damages caused by a unstable Power Supply"
maybe the fans demanded more power to move faster and the psu couldn't handle it?
the case usb3.0 ports doesn't work when i plug portable hdds, but it works with pendrives. (lack of power?)
the case top mounted hdd docking doesn't work neither (lack of power?)

I calculated the wattage with a web tool. And the results shows me that I just need about 300W, But my psu has 650W.
Most comments from you guys were focused in replace the psu. I can do it right now, but I don't want to throw into the garbage a possible useful psu.
if it is damaged is obvious that I am going to replace it.
Any tips or advice?

Wattage does not matter, voltage regulation matters, and you need to replace your low quality power supply with one that won't possibly harm or damage your hardware. Asus anti-surge means your power supply has an unstable voltage output, and ignoring the problem won't fix it. You need to replace it.
