About to install Win10 but....

I'm about to buy windows 10 and to install it of course but my problem is that I had some issues with my PC . By that I mean it won't boot up correctly so instead of reinstalling win8 I decided to go and buy win10 cause why not...
And I'm actually asking...will I need to format my HDD/disk before I install it?
Cause I want to start from SCRATCH with my PC and I know formating the disk will actually delete everything and make the PC like new right? So formatting that should be done before or after? And also is it done from bios or? (hope so cuz I can't access the windows....like I said)
A full explanation would be very useful, thanks!

You can format the drive during the Win 10 installation.

When it asks 'where', select Custom.
You'll see a list of all existing partitions.
Select each, Delete.
Leaving one large space.

Let Windows install to that, creating what it needs.

Solution
if you can, do it, that way you get rid of old partition problems and registries left in it

be sure to make backups of your important personal files you want to save

the format must be done before, if you do it after, you leave the pc without os again, first do backups of your files, then download the installer for windows 10, install from it and use the key provided for win 10, copy the files backed up to the new install, see if any driver is left for install and enjoy

don't forget to put a antivirus like avira, avast or something like that
