im planing on do a bit of overclocking all on air. i want to hit 4.0ghz with the i7 920. and 975mhz gpu clock, and 1866 on the ram

my main purpose of thins rig is:
gaming
encoding
home server

i know i can buy some better parts for oc'ing but i don't want to exceed $680.

any suggestions in better parts to buy
 
Yes shop around for the CPU. If you have a Microcenter nearby they have it for $230 right now, D0 stepping.

I have no experience with the board, but you need to verify that the DK will fit on there. I have heard complaints about other coolers not fitting on that board.
