About using Selfishnet

hello guys ^_^
so i installed selfishnet to regulate the internet with my nieghbour cuz he downloads alot!
so at begining it worked well but then his IP is not visible on PC name and if i determined a speed it doesnt work! why is it and how can i fix it?
