Question Above 4G Decoding

I've been trying to turn on "Smart Memory Access" and I found a couple videos saying I need to enable "Above 4G Decoding" but I can't find it any where in my BIOS.
I'm mainly here to ask what motherboards support it because I already checked and the rest of my hardware supports it.

My specs:
GPU: RX 580
CPU: Ryzen 5 3600
Motherboard: PRIME B350M-A

Once you have entered the Advanced Mode interface, navigate to the Advanced tab using the arrow keys or mouse, then locate the “PCI Subsystem Settings” submenu. Enter this submenu by clicking on it or hitting “Enter.”

Within the “PCI Subsystem Settings” submenu, change the setting for the “Above 4G Decoding” parameter to “Enabled,” and ensure that the “Re-size BAR Support” parameter is set to “Auto.” Press Esc on your keyboard to return to the Advanced menu, then navigate to the Boot tab using the mouse or arrow keys.

You'll probably want to give this a read, there are quite a few requirements depending on how you set up the system in the first place.

Whenever I go to "PCI Subsystem Settings" I only have a option for "SR-IOV" there isn't anything about Re-size BAR support or Above 4G Decoding.

Did you even read the article? Your motherboard chipset doesn't support it. States b450 and up.
