AC current from monitor to graphic card

as title says, i recently build new pc with msi gtx 1060 graphic card. the problem is my monitor only have vga port on it but as you know gtx 1060 have not vga port so i use hdmi to vga converter to run it, now i can feel ac current leaking to my gpu from my monitor, i know it because even i unplug the psu powercord testpen that i use is lit even if i touch the case. and when i unplug the monitor cord my testpen didnt lit anymore, i know the problem is hdmi to vga converter as i mentioned above, since it never happen with my old pc, so i decide to make wiring ground fault by screwing wire to my case and attached to wall and the testpen didnt lit altough the pc switched on or off. the question is, is it safe? will it damage my component as gpu or other? sory for my bad english :(
any advice, i will appreciate it

i had a similar situation many months ago. I had connected several devices to an HDMI switcher (bluray, dvd/vcr combo, Satelite, and spare computer). When my computer was off, all the leds on the fans remained turned on and lit up, even when completely unplugging the computer from the wall. Through Google, and the process of elimination, i narrowed it down to the satelite box. Disconnected that from the switch, and the leds went off... Have you tried using a DVI to VGA connector yet?

not yet, my converter is unitek with headphone jack and dc5v power input, idk what is that dc5v power input for..
i think im going to replace my converter, im afraid that electric current will damage my gpu since it's only 2 week
