AC routers and AX routers both have 2.4Ghz and 5Ghz radios. I was wondering if the AX routers have any hardware features that AC routers don't have. If not, then it seems to me that someone who is smarter than me could write a firmware update to AC routers so they would support AX.

No. The hardware required is different, it is not just a firmware update.
