AC Syndicate Loading Stutter

Any kind of fix for loading stutter in Assassin's Creed Syndicate? Even on lowest settings I'm getting a 1-3 fps drop when loading new parts of the map. What's funny about the stutter is that it's able to be reproduced by running back to a spot before the stutter and running through the exact same place where it did stutter. This would lead me to believe that it is a software issue, not a hardware one. I have tried running it on and ssd as well as hard drive, this didn't make a difference. Any help is appreciated.

R9 290X 4GB
FX 8320 4.4 GHZ
8GB 1600mhz Ram
Gigabyte 990fxa-ud3 Motherboard
