There's a AcBel PSU on a NZ selling site for $40 nzd. It's a Intelligent Power 660. Is this a stable power supply, and is it trustworthy?

You shouldn't use that for that, you should buy a respected PSU that is known to be actually good. AcBel stuff is generally very poor.

How about a Thermaltake Litepower 600?

Probably better but still not something I'd use. Plus I don't really know your full specs.

So I have a bad setup, and also a GTX 980 G1 I'm using for a future build.

Other options:
Enermax NAXN 650w
Vantec 620w ION2

If I can't find a good used psu I may as well just get a Seasonic

Actually, getting a Seasonic is exactly what you should do rather than choose one from this parade of mediocrities (Enermax has a good record with PSUs they make, but that one was farmed out to CWT and it's on a very underperforming platform).

Is that NZD? Also is it enough for a GTX 980 G1 that will be overclocked slightly?

No, USD. Unfortunately, with the exchange rate and less availability in New Zealand, you're not going to be that happy with what a safe PSU costs, you, I fear.

I guess I'll have to buy new then.

Again, depends on what PSU. There's no combination in which it's a good idea to run a higher-end GPU on a junk PSU. And the GPU is wasted in that build anyway.
