access denied removing encryption

I have an dell optiplex i3 pc with 32 bit win 7 professional.i did not format the pc but installed 64 bit win 7 pro.now i cant copy or view encrypted files in the 32bit.Any help please.i believe once i didnt format the certificate should be in the windows.old.i have claimed ownership but no success

You need to restore the Windows 7 installation which is contained in the windows.old folder; https://support.microsoft.com/en-us/kb/971760.

Once you've done that, remove the encryption.
