Is there anyway that i can rescrict access to the internet for only one
account out of three, using IE, i want to stop a child accessing anything
under a certain age group

If you are using Windows XP Professional with SP2:

Go to Start > Run and type: GPEDIT.MSC , and hit enter.

A Group Policy Setting called "Restrict Internet Communication" will do just this.
It can be found in Administrative Templates | System | Internet Communication Management.

Note: Group Policy is N/A with Windows XP Home Edition.
