Hi: am planning on upgrading my PC with another 980 card to support my new 3X1080 24" panels. Also I wanted a fourth (on top) accessory panel but I didn't want to connect this panel to the SLI setup. So can I actually do such thing like connect the accessory panel to the built-in VGA in my Z97-A motherboard or put a cheap card in the PCI port as a third card but not connected to the SLI dedicated for that accessory panel.

Yes, you can definitely use the integrated GPU from the processor for an extra output.

In the bios, you will need to enable under 'System Agent Configuration' the 'iGPU multi-monitor' option.
