Hey,
Today i tried installing a graphics card (r9 280), which definetely works in my other PC, into another PC. The new pc couldn't 'find' the card when it was plugged in, so after a quick google I found that i should try to force it through the BIOS. when I disabled my integrated graphics al I heard were 4 beeps, which correspond with no graphics installed or found.
But now I can't get anything to work because my screen doesn't turn on.

I tried:
- pulling the BIOS battery out for 20min (pc was unplugged).
- updating the BIOS using the jumper pins
- pulling out all peripherals except for the screen

the specs:
CPU: intel core i5 4570
MOBO: intel DH87RL
GPU: AMD Radeon R9 280 OC
8GB kingston RAM
500GB Sandisk SSD
PSU: Corsair RS450
OS: Windows 10 home edition 64bit

The pc worked just fine before.

Solution
1-Turn off your PC, and disconnect power cord, attach your monitor display cable to the R9 280 port, boot your PC.
2- if 1 doesn't work, repeat same steps, after removing physically the R9 280 from your tower and with monitor cable hooked to your on board integrated graphics
3. if 1 and 2 don't work try recovering your motherboard bios through Bios jumper:

Intel Desktop Board CMOS Clear Instructions
__Method 1
- Shut the system down.
- Find the BIOS Configuration Jumper (this may be marked, CONFIG, RECOVERY, or BIOS depending on model, see below for an example).
- Put the configuration jumper from the pins 1-2 normal position to the pins 2-3 configure position.
- Turn the system on.
- The BIOS setup menu will automatically appear if the system is functional.
- Use F9 to request CMOS defaults or use the Save/Exit menu to load defaults, and then save them.
- Shut the system down.
- Put the configuration jumper from the pins 2-3 configure position to the pins 1-2 normal position.

__Method 2
- Shut the system down.
- Disconnect the AC Mains.
- Remove the CMOS Battery from the CMOS.
- Short the battery terminals on the motherboard together using a screwdriver or other metal object for at least 10 seconds.
- Refit the battery.
- Reconnect the AC Mains.
