I accidentally fully maximize the core clock and memory clock from MSI afterburner and now my PC freezes not responding. It only works on the lock screen when I restart it.

I take it Msi Afterburner was set up to run at Windows startup, as well as apply custom settings upon startup. Then Afterburner needs to be completely uninstalled from Safe Mode.
Let the PC start and the error occur, then press and hold the power button to turn it off, then power on and let the error occur again. Do this twice and the third time it should take you to the Repair screen...

Pull the plug, push and hold the power button till all lights die out, then pull the cmos battery, wait 10 minutes, put it all back. On reboot, the cmos will be reset, OC gone.
Does that work on gpu overclocks? The OP said Msi Afterburner OC.
